Well since webring was bought up by Yahoo i havent got a clue how it works for new users... but the simplest way is to goto:

Http://www.webring.org

Login (or Signup as a new user) to yahoo networks with your personal yahoo profile.

Search for Dawn Webring or Angel Tears

and then use the apply for membership links to join this webring

Its all a lot more comlicated than it used to be but there are some advanteage.s
